Unless another penalty is expressly provided herein, any person violating any provision of this chapter shall be found to have committed a traffic infraction and shall be punished by a penalty of $50.00. In addition to any penalty for violation of the provisions of this chapter, such violator shall be liable in a civil action instituted in the name of the city for any damages occasioned to any city street as the result of such violation.
