The city of Bellevue, also referred to in this title as the “city,” in the exercise of its police power, assumes control and jurisdiction over all waters within its limits, and such waters shall, for the purpose of this chapter, be known as the “harbor.” (Ord. 5956 § 5, 2010; 1961 code § 13.09.010.)
