Any applicant who questions the specific department procedures, requirements or directives related to the private use of the public right-of-way may request in writing that the director grant relief from the requirement or grant an alternative interpretation of the requirement. The director will decide upon such written requests within 10 days. Changes to requirements may be granted if they will improve safety, reduce costs, reduce schedule or improve quality.
