The purpose of these procedures is to implement the requirements of the State Environmental Policy Act of 1971 (SEPA), Chapter 43.21C RCW, as amended, and the SEPA rules adopted by the state of Washington, Department of Ecology. These procedures establish principles, objectives, criteria and definitions to provide an efficient overall citywide approach for implementation of the State Environmental Policy Act and Rules. These procedures also designate the responsible official, where applicable, and assign responsibilities within the city under the National Environmental Policy Act (NEPA).
