Any person aggrieved by any notice and order of the director of the utilities department issued pursuant to BCC 24.08.100, 24.08.110 or 24.08.120 may appeal such determination to the board of appeals by filing a written statement of appeal with the city clerk within 14 days of issuance of the notice and order.
