There is created and established an office of human resources, which shall provide review and planning of personnel policies; coordinate the development and implementation of city personnel policies; administer the city’s affirmative action program; provide employee benefit design and administration including management of the medical/dental self insurance fund; and provide such other services as may be directed by the city manager.
