The emergency management program shall be headed by the director of emergency services. The city manager or his designee shall serve as the director of emergency services. During an emergency, the director of emergency services, with support from the emergency operations board, shall provide policy recommendations to the emergency operations center manager and the emergency manager. The comprehensive emergency management plan shall be effective when approved by the director of emergency services.
