The director of emergency services or his/her designee shall appoint an emergency manager to direct and coordinate development, implementation, and maintenance of the comprehensive emergency management plan. Amendments to the comprehensive emergency management plan shall be effective when approved by the emergency manager. The emergency manager shall be directly responsible for the organization, administration, and operation of the office of emergency management. The emergency manager shall:

A. Act as chairperson of the emergency management committee;

B. Provide coordination with outside agencies and organizations involved in emergency planning;

C. Provide public education and information;

D. Support the emergency operations center during emergencies and assist the emergency operations center manager as needed;

E. Perform such other functions as the director of emergency services shall designate;

F. Act as the primary representative for incident management compliance for the city and delegate responsibility as necessary;

G. Monitor training of personnel who assist as emergency operations center staff; and

H. Approve and sign emergency management-related guidance and documentation as needed. (Ord. 6255 § 3, 2015.)
