Except for contracts under BCC 4.28.125, the director of finance and asset management or his/her designee may promulgate procedures for the approval of all other contracts not otherwise covered by this chapter. These contracts shall include but shall not be limited to: nonprofessional service contracts, maintenance agreements and contracts, instructor contracts, entertainment contracts and any other personal service contract.
