The city council may approve, as future revenue sources for the municipal arts program, future capital improvement plan related general obligation bond issues. Future funds for the municipal art program may include that revenue which is not restricted in its use by prior agreements with the granting agencies, or local improvement district property owners or developers participating in the cost of a project; by ordinance governing expenditure of proceeds for particular bond issues; or by other legislation defining the eligible expenditures of the related fund.
