If any section of the ordinance codified in this chapter, or any portion of any section of the ordinance codified in this chapter, or its application to any person or circumstances, is declared by a court of competent jurisdiction to be invalid, the remainder of the ordinance codified in this chapter or the application of the provision to other persons or circumstances shall not be affected.
