A. The board shall make periodic reports and recommendations to the city council and city manager relative to the scope and quality of library services being provided by the King County Library District to the residents of the city and, to the extent it is requested to do so by the city manager, shall represent the city’s interests before the King County Library Board with respect to such services.

B. At the request of the King County Library District, the board shall make studies concerning the need for, acquisition, utilization, care, maintenance and disposition of the library building or buildings and all property or equipment pertaining to or associated with library purposes and review, advise and make recommendations to the King County Library Board relative to the promulgation and enforcement of rules and regulations governing the use of the library, its building(s) and equipment and rules of conduct and behavior of persons using the same and frequenting the library building(s).
