The rules and regulations of the civil service commission which affect wages, hours, or working conditions for members of a collective bargaining unit are subject to the collective bargaining requirements of Chapter 41.56 RCW. The city manager or his/her designee is the sole authority for purposes of bargaining any rule or regulation subject to collective bargaining pursuant to Chapter 41.56 RCW. (Ord. 4514 § 4, 1993.)
