There is created and established in the office of the city treasurer a special fund to be known as the “golf course operating fund,” and, after the golf course improvement is substantially completed, all rentals, charges, income and revenue arising from the operation and ownership of the golf course shall be deposited to the credit of said special fund and held in custody of the city treasurer separate and apart from all other funds.
