It is unlawful to live upon any houseboat, boat or barge moored wholly or partially over shorelands within the city limits or abutting upland which is located within the city, unless such houseboat, boat or barge is connected with a district or municipally operated sewerage system, or unless such houseboat, boat or barge is equipped with chemical toilet facilities and other plumbing arrangements so that no polluting materials are discharged into the waters.
