Except as provided in BCC 4.32.020 and 4.32.030, the city manager may authorize department directors to declare as surplus any personal property owned by the city and which is in the custody of their departments when they have certified in writing to the director of finance and asset management or his/her designee that the properties are no longer of public use to the city, or that the sale or other disposition thereof would be in the best interests of the city.
