Approval of the council is given for the sale or disposition of any personal property with an estimated value of $10,000 or less which has been certified for disposition by the director of finance and asset management or his/her designee, such sale or disposition to be made by the director of finance and asset management or his/her designee in accordance with informal procedures and in the best interest of the city.
